If the forecasts were based on actual observations the “models” would have been modified to reflect reality and after several iterations the models would become in sync with reality.
The models were based on incorrect “assumptions” and the scientific method was ignored, for political/economic reasons.
CO2, the Carbon Footprint, was blamed as the cause because the average person believes CO2 is a deadly pollutant like Carbon Monoxide, even though CO2 can’t possibly “linger” in the atmosphere because it’s 3 X heavier than air and more than 2 X heavier than water, and precipitates out of the atmosphere like hailstones.
