The UN Framework Convention on Climate Change (UNFCCC)’s Initial NDC Synthesis Report measures the progress of national climate action plans, known as Nationally Determined Contributions or NDCs, {INTENDED???} ahead of the 26th session of Conference of its Parties (COP26) this November in Glasgow. It found that even with increased efforts by some countries, the combined impact falls far short of what is needed. Today’s interim report from the UNFCCC is a red alert for our planet. It shows governments are nowhere close to the level of ambition needed to limit climate change to 1.5 degrees and meet the goals of the Paris Agreement”, Secretary-General António Guterres said on the report’s findings. 2021 is a “make or break year” to confront the global climate emergency. The science is clear, to limit global temperature rise to 1.5 degrees Celsius, we must cut global emission by 45 per cent by 2030, from 2010 levels”, he stressed. The Secretary-General called on major emitters to “step up with much more ambitious emissions reductions” targets for 2030 in their NDCs, highlighting that COVID-19 recovery plans offered the opportunity to build back greener and cleaner. Decision makers must walk the talk. Long-term commitments must be matched by immediate actions to launch the decade of transformation that people and planet so desperately need”, Mr. Guterres urged. The UNFCCC report covered submissions from countries up to 31 December 2020, showing that 75 Parties to the Framework Convention communicated a new or updated NDC, representing approximately 30 per cent of global greenhouse gas emissions. Patricia Espinosa, UNFCCC Executive Secretary, said that the report is a “snapshot, not a full picture” of the NDCs as COVID-19 posed significant challenges for many nations to complete their submissions in 2020. She added that a second report will be released prior to COP26, and called on all countries, especially major emitters that have not yet done so, to make their submissions as soon as possible, so that their information can be included in the updated report. “We congratulate Parties that rose to the challenges posed by COVID-19 in 2020, honoured their commitments under the Paris Agreement and submitted their NDCs by the deadline … but it’s time for all remaining Parties to step up, fulfil what they promised to do and submit their NDCs as soon as possible”, Ms. Espinosa said. If this task was urgent before, it’s crucial now.

CRITICAL COMMENTARY

The United Nations is financed mostly by taxpayers from a few donor countries but the large and growing bureaucracy is too far removed from those taxpayers to be directly accountable to them. It is run by unelected, unaccountable, undisciplined, and incompetent bureaucrats. The organization’s size, budget, and scope are unconstrained. The budget funding process provides perverse incentives for these bureaucrats to increase the size and scope of their organization simply by creating multitudes of agencies and programs, and by inventing problems and environmental crises set on a global scale. EXCERPT: Remember when the ILO did labor, the FAO did agriculture, the WHO did health, the World Bank did infrastructure loans for developing countries, the WMO did Meteorology, and the UNDP did economic development of poor countries? These structural flaws have created a rogue public service organization that serves itself and not the public and they make it possible for the UN to use its self declared global environmental authority to invent global environmental crises that inflate its budget and serve its bureaucratic needs. That the World Health Organization (WHO) is busy with climate change these days with predictions that climate change is causing starvation and malnutrition, is best understood in this context. The WHO is no longer a World Health Organization but an agency of the UN that takes its orders from Antonio Guterres the climate guy.

EXCERPT: UN CLIMATE PRESS RELEASE / 28 MAY, 2020. Governments Commit to Take Forward Vital Work to Tackle Climate Change in 2020. Bonn, 28 May 2020 – At a virtual meeting today, the Bureau of the Conference of the Parties to the UNFCCC committed to take forward crucial work to tackle climate change under the umbrella of the UN Framework Convention on Climate Change (UNFCCC), despite the COVID-19 crisis. (the Bureau of the Conference of the Parties is an internal committee of the UN). The 11 members of the Bureau are nominated by each of the five United Nations regional groups and Small Island Developing States, and provide advice and guidance regarding the ongoing work under the Convention, the Kyoto Protocol, and the Paris Agreement, the organization of their sessions and the relevant support by the UN Climate Change secretariat.
Since the last meeting of the Bureau in April, the work of the UNFCCC secretariat has not slowed, with several initiatives launched in order to drive Momentum, showcase continuing climate action and urging greater climate Ambition from all segments of society. UN Climate Change Executive Secretary Patricia Espinosa, said: “Our efforts to address climate change and COVID-19 are not mutually exclusive. If done right, the recovery from the COVID-19 crisis can steer us to a more inclusive and sustainable climate path. We honor those whom we have lost to COVID-19 by working with renewed commitment and continuing to demonstrate leadership and determination in addressing climate change, and building a safe, clean, just and resilient world.”(translation: we use pandemic deaths to sell climate change). In addition to several technical meetings organized by the UN Climate Change secretariat, key political events have taken place this year, for example the Petersberg Climate Dialogue and the Placencia Ambition Forum. (From 1 to 10 June 2020, a series of online events will be conducted under the guidance of the Chairs of the UNFCCC’s Subsidiary Body for Scientific and Technological Advice and the Subsidiary Body for Implementation and with the support of the UNFCCC secretariat, the June Momentum for Climate Change. The June Momentum events offer an opportunity for Parties and other stakeholders to meet virtually and continue exchanging views and sharing information in order to maintain Momentum in the UNFCCC process and to showcase how climate action is progressing under the special circumstances the world is currently facing. This will include advancing technical work under the constituted bodies, as well as providing a platform for information exchange and engagement on other work being done under the UNFCCC, including on adaptation, mitigation, science, finance, technology, capacity-building, transparency, gender, Action for Climate Empowerment, and the preparation and submission of nationally determined contributions. Formal negotiations and decision-making are not envisaged for these events and will take place at the UNFCCC Subsidiary Body sessions which are scheduled for October of this year.
The Bureau of the Conference of the Parties, with the UK and its Italian partners today also agreed new dates for the COP26 UN Climate Change Conference, which will now take place between 1 and 12 November 2021, in Glasgow. With 197 Parties, the United Nations Framework Convention on Climate Change (UNFCCC) has near universal membership and is the parent treaty of the 2015 Paris Climate Change Agreement. The main aim of the Paris Agreement is to keep a global average temperature rise this century well below 2 degrees Celsius and to drive efforts to limit the temperature increase even further to 1.5 degrees Celsius above pre-industrial levels. The UNFCCC is also the parent treaty of the 1997 Kyoto Protocol. The ultimate objective of all agreements under the UNFCCC is to stabilize greenhouse gas concentrations in the atmosphere at a level that will prevent dangerous human interference with the climate system, in a time frame which allows ecosystems to adapt naturally and enables sustainable development.

THIS ENTIRE REPORT IS COMPLETE AND MEANINGLESS BUREAUCRATIC NONSENSE. THEIR ONLY TASK IN THE CLIMATE GAME IS TO REPEAT THEIR MONTREAL PROTOCOL SUCCESS IN ELIMINATING CFC EMISSIONS BY ELIMINATING FOSSIL FUEL EMISSIONS. THEY HAVE NOT DONE THAT. ALL ATTEMPTS TO RECREATE A “MONTREAL PROTCOL” CLONE FOR FOSSIL FUEL EMISSIONS HAVE FAILED. THERE IS OF COURSE A BIG DIFFERENCE BETWEEN THE INCONVENIENCE CAUSED IN A BAN ON CERTAIN REFRIGERANT & HAIRSPRAY INGREDIENTS AND THAT OF OVERHAULING THE ENERGY INFRASTRUCTURE OF THE WORLD. THIS DIFFERENCE WAS COMPLETELY MISSED BY THE BUREAUCRATS WHOSE FAILURE TO RE-ENACT THE MONTREAL PROTOCOL WITH FOSSIL FUELS IS STILL NOT UNDERSTOOD AT THE UN EVEN AT THE HIGHEST LEVELS SUCH THAT IT IS THOUGHT THAT BUZZWORDS LIKE AMBITION AND MOMENTUM IS WHAT THEY NEED TO TURN THINGS AROUND. A COMMON BUREAUCRATIC ASSUMPTION IS THAT BUZZWORDS AND PHRASES ARE A SUFFICIENT SUBSTITUTE FOR ACTION. THIS PATTERN IS SEEN IN THE CLIMATE ACTION STRATEGY OF UN BUREAUCRATS WHERE REPEATED USE OF THE WORDS MOMENTUM & AMBITION IS THOUGHT TO OVERCOME THEIR FAILURE TO PUT TOGETHER A GLOBAL PROGRAM TO CUT GLOBAL FOSSIL FUEL EMISSIONS. WHAT WE SEE HERE IS THAT IT TAKES LIES TO MAKE BUZZWORDS WORK AND IT TAKES BUZZWORDS TO SELL THOSE LIES.

AN INTERPRETATION OF THIS LOGIC IS THAT THE MONTREAL PROTOCOL IS THE EVIDENCE THAT ENVIRONMENTAL MOVEMENTS WITHOUT SUFFICIENT EVIDENCE DO SUCCEED GIVEN A SUFFICIENT FEAR LEVEL AND THAT THEREFORE IT PROVIDES REASON TO CONTINUE THE CLIMATE BATTLE IN THE HOPE OF THE SAME KIND OF SUCCESS. THE UNDERLYING ASSUMPTION IN THESE COMPARISONS OF OZONE DEPLETION AND CLIMATE CHANGE IS THAT THESE TWO ISSUES HAVE SOMETHING IN COMMON. HERE WE SHOW THAT WHAT THEY HAVE IN COMMON IS AN ABSENCE OF EMPIRICAL EVIDENCE FOR THE CLAIMS THAT JUSTIFY THE ACTION DEMANDED. THE ACTION DEMANDED IS REFRIGERANT CHANGE FROM ODS EMISSION MATERIAL TO NON ODS EMISSION MATERIAL IN THE CASE OF OZONE DEPLETION AND ENERGY CHANGE FROM FOSSIL FUELS TO RENEWABLES IN THE CASE OF CLIMATE CHANGE.

CONCLUSION: THE UN IS A SELF SERVING BUREAUCRACY WITH NO OVERSIGHT AND ACCOUNTABILITY. PUBLIC SERVICE ORGANIZATIONS WITHOUT OVERSIGHT AND ACCOUNTABILITY SERVE THEIR OWN BUREAUCRATIC INTERESTS AND NOT THE PUBLIC. A COMPARISON OF THE UN AGAINST THE EU REVEALS THESE WEAKNESSES IN THE UN ORGANIZATIONAL STRUCTURE AND FUNCTION.

Excellent appraisal of the global psyop being waged against the world’s people. Sadly ‘they’ are winning, ‘we’ the comprhendés, are far too few in number and to all intents and purposes, powerless. The masses are like sheep to the slaughter, it won’t end well at this rate.
